Best everyday carry lighter under 3000 rupees?

If you want butane, check out the Clipper Metal series. Around 1500-2000 and very reliable. Refillable and the flint is replaceable too.

For that budget, a Zippo Street Chrome is unbeatable. Around 2500 rupees and lasts forever. Windproof too for outdoor use. Just stock up on fluid and flints.

Go for the Zippo - classic choice and within budget. For cigars though, you might want a soft flame insert which adds another 1000 rupees.

I use a Vertigo torch lighter for cigars - about 1800 rupees. Triple jet flame gets the job done quickly. Not as classic looking but very functional.

I'd suggest a Xikar for cigars specifically. The angled flame is perfect for toasting. Slightly above your budget but worth it for cigar use.
