Can butane and petrol lighters be converted?

For non-Zippo vintage lighters, conversion is harder. The mechanisms are different sizes.

For Zippos, there are butane insert conversions available. Brands like Thunderbird and Z-Plus make them.

Note that butane inserts change the flame character. Softer, different look. Some people miss the original.
